TerrainLayersManager now creates a buffer image for terrain type/segment only when it is needed (there is an image id with selected terrain type for a tile in the segment).

Client updates: * Renamed package org.minions.stigma.ui.precedence to org.minions.stigma.databases.images.client.precedence * Removed unnecessary baroque TerrainTypeImageId subclassing. * PrecedenceManager now can return the TerrainTypeImageIds of a selected TerrainType. * Created MapWidgetSwitcher to encapsule old MapWidget switching made in GameWidget. * GameWidget is now responsible for requesting applying MapType and TerrainSet to current MapInstance. * GameWidget now uses SpriteCanvas with TerrainLayersManager to render terrain. * Added ImageGridLayer class. Removed GridSpriteLayer class.
