improve handling of htaccess content.

corrections to template. I *think* this is what was intended. What was there was syntacticly inconrrect.

E_NOTICE fix. forgotten sync. refs #255

sync with 26x code. I believe this is all the remaining non-synced code, but in some ways it will be impossible to tell. I synced this by diff'ing the 26 branch with the current GIT trunk and manually copying over any differences, adjusting for 130 differences along the way. this needs to be tested please! refs #255.
