Focus Sis ¿is it Open Source?

Focus Sis is a fork from Centre http://www.miller-group.net
Once I downloaded the code but now it ain't available nor any forum or community, the "download" link from ohloh leads you to a non working place.
When I evaluated the tool was very complete and robust, using postgres for the backend.
The project included views for admins, teachers, students and parents.
Unfortunatly it seems to be "closed source" but hope I'm wrong on this.
