unbBayes provides good manifestation of MEBN framework. It adds a lot to the expressive power of standard bayesian network by providing ability to have multiple instances and define their customized probability distribution in terms of aggregations and quantifiers. UI has reasonably been done to implement MEBN model. Though, I would love to have graphical representation of complete MTehory :)
