A report which lists projects which have got the same repositories listed could possibly make Ohloh stats for some projects a bit more accurate (e. g. GNOME programs not listed in GNOME and in an extra project entry).
Sorry, but I still do not see in how far this is related to suggestions to Ohloh. :)
Storing code language information in tags sounds redundant to me, as Ohloh already knows which languages are used in a project. That being said, it should be very well possible to get a list projects
Finding out a project's purpose by scanning it's code sounds really tricky to me. :)
This one should have gone to the osCommerce website as well, I think.
I do not think this is related to Ohloh, so you are better off posting your idea on the TortoiseMerge website.
also free ourselves from Gravatar I would probably wait for that step a bit. As Gravatar was recently bought by Automattic, it's service might improve over the next couple of months. :)
