Oh... That error is due to this bug I reported a while ago: https://bugs.launchpad.net/ubuntu/+source/mercurial/+bug/1312108
Software on our server is getting (too) outdated, so it do not support TLS yet, whereas mercurial forces a TLS connection by default. We're in the (painstakingly slow) process of updating them.

The two fetches failed due to the same cause: both stopped due to failure of our initial fetch of only the structure of the repository and no actual files (clone -q -n). This, I suppose, is so we can analyze the repository before actually fetching it fully. It was never git's favorite command judging by how often it has failed over the years. A simple re-fetch in both cases seemed to do the trick.

The fix has been rolled out to our production servers and I have a re-fetch running for Embox. Will report back once the fetch finished. It's somewhat large (10,384 commits) and it's taking time. Standby.
