Lots of code locations
Is there a way to add many code locations at once automatically? Something like Fedora Packages, that has more 11000 locations.

I don't recommend it. Have you noticed how unstable the projects are that have huge numbers of enlistments?
The problem is the failure potential is multiplied with all those enlistments. We bang them pretty roundly and sometimes they complain. (Sometimes a six-pack at a time!) We even get banned for a while for any activity in a repo if we've had recurrent failures. (Cranky, cranky, cranky...)
That said, I'm sure there are folks here who have automated the process despite all. I turn you over to their experience.

P.S. If your need is that large, consider an organization with many projects under a big umbrella - perhaps more manageable?
