Gnome System Tools not being updated

There was no update for 2 months now,
although there are recent commits. Also I added a new enlistment there today (the old one had a bogus URL) and it states No job is scheduled
- shouldn't it download some code?

It looks like the system or one of my colleagues started jobs for your project right after you posted this.
I now see an up-to-date analysis showing recent commits.
