Despite of different Open Source licenses, different criteria exist which characterizes the openness of software. The different levels of openness should be paid attention to in Ohloh by implementing the IT Openness Benchmark (ITOB). ITOB is a method to measure the openness of IT artifacts (software, hardware, formats, protocols etc.). It combines both criteria characterizing open computer artifacts and an appropriate scoring method. The scoring may be used to compare systems with each other and to identify bottlenecks
of their openness. The following are the key criteria which are precisely defined on a four point scale:
• Sponsorship refers to the artifact's maintenance, support, and further development and to the person or group who provide it.
• Compatibility refers to the capabilities of different computer artifacts in the same environment to work together.
• Interoperability is the capability of different computer artifacts in different environments to cooperate by exchnging data.
• Promulgation refers to the way an artifact is published or kept proprietary, including its license.
• Patents may restrict the use of artifacts that violate them.
The ITOB is an abstract model that can be used with a paper, pen, and pocket calculator, but a web based implementation is also available at http://www.opennessbenchmark.info/. Easy to use selection menus are provided, containing additionally some pre-rated characteristics, several open source licenses, for instance. The results are automatically calculated and displayed numerically in a table but also graphically. Therefore, spider charts are used that are also suitable for contrasting two artifacts with each other.
