Polvo

Polvo helps a lot when you have a small project that you need to use an Open Source CMS and make some quick hacks to start fast. You can then keep upgrading your base software with little effort, easily managing the modifications while your project evolve and your hacks become structured modules.

Ohloh says Polvo has very few comments, I guess POD is not included there. Inline code comments are written in POD so they go directly to manpage. It also has unit tests for everything.

Polvo was created by a team of 7 people working over Tikiwiki (mainly) and Drupal (small hacks), using agile development practices. Without such an automation tool it would be impossible to integrate one small and fast development culture with another from a huge community. I guess it's used mostly by the developers, who will be glad to help you with small issues.
