allow enabled whitelist to override collage types exclusion. this makes it possible to explicit allow a row in a column. at the moment we dont allow this get configured TTW (i dont think we want to have such a special thing possible there), but it works fine using profile (GenericSetup) configuration.

after some discussion with my wife (non-it-person) she convinced me to use the german Word 'zusammensetzen' because in German 'Management' or 'Verwaltung' is not related with composing a site. she would expect this feature anyway under 'bearbeiten' (edit) and what now is 'bearbeiten' she would call 'Einstellungen' (settings) but I said its not easy to change the behaviour of the tabs so the compromise is "Zusammensetzen" for the tab.

Make a difference between types to be added to Collage and types enabled for alias. This introduces a new whitelist in controlpanel. Also added language fallback information to german po files. Bumped version.txt to indicate we're in a dev mode for 1.2.2.
