Implemented a special language selection page that is displayed when language negotiation failed. This page can also be called from the language menu. The language menu now only displays languages for which the translation is completed. Other languages are still accessible from the language selection page. If language negotiation failed, the language selection page shows additional text which explains the visitor why this page was displayed. This text contains a link to a multilingual web page which explains how to modify the browser language preferences. With this addition, language negotiation is fully implemented. Implemented language negotiation. At this point only enabled for languages for which the translation is completed. The internal links by default no longer use language codes. Languages (including <100% translated) are still selectable from the language menu, upon which the language code is added to the internal links, overriding language negotiation. The only thing that is still missing is a special language selection page that is displayed when none of the preferred languages can be provided.
